Project Presentation: Tamarindo
Everyone already knows about the problem of pollution and sewage waters in Tamarindo. In fact, these problems have resulted in the loss of the Blue Flag. Although the problems have been approached the best way possible, there are no definite results, yet.This topic has been subject of discussion in meetings such as the one CATURGA held last April 15 at the CHILE DULCE salon in Santa Cruz Municipal Market. Among the attendees were Mauricio Céspedes from Caturgua, Jorge Mora from Natura, the Regents Pedro Sánchez, María Cristina Chavarría, and Dr. Jorge Chavarría; Gabriela Valenzuela and Federico Amador from APMT and Olman Jiménez and Roberto Rojas from Consultores Urbanos.
The meeting started after a Costa Rican traditional breakfast and with the words of Mauricio Céspedes, Executive Director of the Guanacastecan Tourism Chamber (CATURGUA), who thanked the attendance and said that this project is making emphasis on Tamarindo’s sewage issues.
Jorge Arturo Mora Pineda showed his gratitude towards the hotels, Rent a cars, CATURGUA, and Santa Cruz Municipality for being part of the project and joining their efforts to solve this problem that affects everyone. He also said that the work plan for Tamarindo’s diagnostic assessment, presented by Consultores Urbanos, is a way for solving the problem Tamarindo is facing as to the pollution and the lack of water treatment plants.
Roberto Rojas, Civil Engineer from Consultores Urbanos, mentioned that the environmental problems in the coastal areas of the country have gotten out of hand during the last years, due to the fragility of the infrastructure systems, which are not qualified for the intense tourist development and the population growth. The environmental issues are noticeable. We can talk about the pollution signs in continental and marine waters, the increase on the illnesses and plagues, the weak mechanisms for the recollection and treatment of liquid and solid wastes, obsolete road works, and collapsed sewage systems.
The main objective is to solve the problem integrally and manageably so that it can solve other problems such as:
• Recollection of storm waters
• Waste water treatments
• Solid waste treatment
• Electric and telephonic supplies
• Road network
And that they can still work in the future.
The work will be done in three stages:
1.Diagnostic Assessment
It consists on the retrieval of prior documents and the completion of field trips to ratify and complete the data. It implies interacting with the clients, neighbors, and the private and public institutions. The latter are of special importance not only for the recollection of technical and administrative information per se, but also for the identification of all the officials with decision power willing to get involved in the process and even keep a record of administrative matters and legal restrictions related to infrastructure.
2.Analysis
This is the current information on the infrastructure, which will be analyzed from a technical, economical and legal approach in compliance with the information compiled at the moment. In order to assure the accurateness of the analysis, the technical staff will also visit the places to verify and adjust the analysis guidelines.
3.Results
A final document with the assessment on the current state of the infrastructure will be submitted together with the solutions recommended for the problems that may have been detected during the process. In addition, a global financial-physical analysis shall also be presented. It must include volumes, times and costs of the preliminary works in compliance with the legal and physical restrictions established in the analysis.
In order to cover those three aspects, it is required to work with the Associations, municipality, and other entities. By doing so, this plan could be completed in a 3-month term, starting now.
Gabriela Valenzuela, from APMT, thanked CATURGUA and all of the developers, hotels, and rent a cars that are supporting this proposal. She expressed her satisfaction of having other people and entities concerned about and helping Tamarindo, since APMT has been working really hard to raise the money necessary to solve this problem that concerns all of us and not only the association.
Promejoras already prepared a study plan and they will gladly share opinions and work as a group for the wellbeing of the community.
To close the meeting, Jorge Alberto Mora invited the municipality, Associations (such as APMT), hotels, banks, and developers to cooperate with the plan so that Tamarindo can recover its Blue Flag and have a prosperous future.
